  • Known to most as the Freedom of Information Act. This is a term for the federal law governing rights to open records. Each state has a version of an open records laws. In Pennsylvania, it's called the Open Records Act or Right-to-Know Law (RTKL). The RTKL is administered by the Pennsylvania Office of Open Records (OOR).
    Manager Flynn provides you with an introductory video on the PA RTKL from an agency's perspective. Manager Flynn promotes reasonable use of the RTKL. This video aims to assist a requestor in understanding some basic concepts of the RTKL before submitting that first request.
