One word. Marines. Seriously, the AI can fuck you over with port garrisons but they cannot handle a marine landing. Special forces are so great ever since they got changed and marines are pretty much always the best choice as far as I'm concerned as your first special forces unit since you can get their bonuses using naval XP. No more trouble crossing straits, rivers, or making naval invasions and you also get to stack bonuses if you've got an infantry dude and a special forces dude.
I did use Marines but it still did not work =))).
You know a good budget templates for marines? For frontlines and naval invasions
