Why do you say this isn't an F1 car? If it's because it doesn't look like the current ones, that's because this is an older model. Looks to be a mid to late 2000's model, when they had really fat tires in the front and rear. You could be right though, it could possibly be a Formula Renault car.

They add the driver aids that are banned. Then They rent them out to relatively well to do people. Flying up one of those cars to Russia and paint them in Renault colours isn’t a big deal for Putin. He couldn’t possibly drive a regular F1 car without months of Training which I would assume he doesn’t have the time for. Even Lauda had issues testing out a Jaguar, and Peter Windsor tried driving a Toyota for an F1 racing article and then there is the famous Murray Walker McLaren test. Richard Hammond showed how much it takes to just prepare to drive a full powered F1 car. It’s a ton of training. It seems like this particular car was a 2001 Prost ;)
He should get a seat in Formula 1. He has got that very important quality like Stroll, Latiffi, etc.
