It's one of many finishes you can find in nail polish. As a nail polish enthusiast, I would recommend getting a base coat. Something from the drugstore is fine, it doesn't have to be expensive to be good. It helps keep the polish on longer, just like the top coat you already use :)

Jollz I think your nail polish became less shiny because your top coat made it matte. You could opt for a clear top coat, so that you can retain the shininess or your nails!

I usually just wash my hands or put lotion on them. The polish on your skin will rub/peel off easily when moisturized :)
