In most ninja situations, one ninja uses a jutsu and the other ninja uses a jutsu and whichever jutsu is stronger it crushes the opponent. No second chances. This is why a key element of battle is to understand your opponent's strength and ability.

you can't compare it with rinnegan for this one.. as for susanō, susanō will be awakened permanently after the user successfully accessed mangekyō sharinggan for the first time, so even tho at that moment madara has no eyes he is still able to use susanō because he already unlocked it, this not only happened to madara but every uchiha (itachi once blind but still can use his susanō, sasuke also his eyes nearly got blind but he still can use susanō). and as for rinnegan, their abilities are bind to the eyes, so if the user lost their rinnegan, then they can't use their six paths power again.
