The sign is a subtle joke. The shop is called "Sneed's Feed & Seed", where feed and seed both end in the sound "-eed", thus rhyming with the name of the owner, Sneed. The sign says that the shop was "Formerly Chuck's", implying that the two words beginning with "F" and "S" would have ended with "-uck", rhyming with "Chuck". So, when Chuck owned the shop, it would have been called "Chuck's Feed and Seed".

Probably comes out of torches and pitchforks. They wanted to carry torches during their little gathering back in 2016 or so, but for safety or something they resorted to tiki torches, which a lot of people rightfully mocked.
Perhaps coincidentally Hawaiian shirts are also iconography from Rockstar video games Vice City and Max Payne 3. Games that could be (perhaps unfairly) considered racist dog whistles themselves.
Either way the politics generally expressed in Rockstar games does not seem to comport with the audience they've cultivated over time, so it may not be coincidental either way.
I am very far right and this is honestly the first the I've heard of this. I've never seen anybody of my persuasion signal with Hawaiian apparel. There's the "White Boy Summer" meme which I at first thought Card would be referencing.
This is seems very obscure to the point I'm not sure this one is a genuine dog-whistle. Maybe it's a thing to those repugnant groypers.
