Thailand keep accusing Cambodia thing that Cambodia does not know about. Cambodian do not speak Vietnamese Cambodian do not know what they are angry about.
It is all about defense. So our neighbors do not get any wrong idea. We all Asian should practice peace and love like European countries.
During Hun Sen administration prior to 2008, Cambodia military update was very disappointment due to little or no concern of any external threats. We saw the insult and the mockery of Cambodian soldiers wearing sandals marching. At the same time, Hun Sen discreetly agreed with Hanoi government to have limited weapons and military expansion. The rude awakening was when a small war erupted between Thailand and Cambodia over Preah Vihear being listed under UNESCO. Cambodia cannot use peace to fight aggression. This is the beginning of Cambodia military modernization. Unlike his father Hun Sen, we can assume that Hun Monet have no political debt ties to Hanoi government, therefore, Cambodia has freewill to upgrade and modernize her military. This has been a slap in the face for Cambodia's neighbor to the east and west, nevertheless, Cambodia had no choice. And with China massive investment in Cambodia, modernization of Cambodia's military is necessary to ensure peace and security. And China is there to assist in this process.

Cambodia is not interest in being number 1 or 2. We've been there, done that during Khmer Angkor era. Everyone who understand southeast Asian history knows. Just as in the past, Javanese have much influence with Khmer, in modern days and age, Indonesian still have some miliary influences with Cambodian military. Cambodian elite special force dawn very similar uniforms as the Indonesian military special forces. They regularly trained together in the past decades, maybe still todays. Now, China is mostly involved in the training. We can expect more discipline in Cambodian soldiers.
Cambodia practice with china while thailand have mutual defence treaty with US ,ASEAN still balancing the power in this region.
