I figured it out... tell me if im wrong, but it's a 3ds custom home menu. Cia patching.. The method no longer works and is needed to be uninstalled or ignored if it's on a lower firmware. Source?? It's online... Ps to do this, you needed to dump your home menu into a cia and edit that cia on your pc. Get cheat engine and hxd and edit values to change things. Hope this cleared some things up. And no, this isn't a patch. Edit:the theme is normal just has been through 3ds custom home menu.
