The only thing turning tenma into a robot would do would be making another shadow. through the story his psyche diminishes. first, he claims that making a robot with a soul will bring humans closer to god. then, he says he is "like" the god of robots since he created the ultimate robot. then, after realizing the implications of what a robot that can't be controlled could do, has a mental breakdown and flees his position as director. through the course of the show, his quote about "humans being closer to god" becomes twisted into "i am god". He saw the future of what robots could (and eventually would in the manga) do to humanity. his motives for trying to make himself a god robot makes sense when you take his mental state into mind. by the end of the show he realizes he can't get anything he wants anymore, including the love from his son, and attempts suicide.
