I saw someone invert the buckets and put his foot through the bottom handle. If you pull up on the top bucket, you will bend the bottom bucket when you pull up. It works with very little effort this way.
With a hammer in hand you didn't need to work this hard at all. Just hold it by the top bucket and tap the bottom bucket with the hammer around the edging at the top... vibrates right off.

some buckets it works , i had two pickel buckets very clean very tight, screw driver too thin, the prybar for removing wood trim is wider and gets her done

Hot water for a minute or so around the outer bucket can really help too.
