Before you do that though, ensure that the relative that you have in Canada is either your SIBLING, your PARENT or your CHILD. If that relative is none of the people I just mentioned, then you will not get the points for having a relative in Canada.

If that is not an option for you right now, then you can consider the AIP or PNP, but you will have to do a Language test and Educational Credential Assessment. I wish you all the best!
You cannot use a friend as a relative. The person actually has to BE your relative (people that qualify as relatives are parents, siblings and children)

Up until about a week ago, I would've suggested that you go to Canada with your visitors visa, try and get a visa-sponsorship job while on your visitors visa and then transition to a work visa, and from there you can get your PR. All of this was completely legal until last week when the Canadian Govt cancelled it. So I can only advise you now to apply for your PR through Express Entry, or you could try the study route, if you do not mind that that is a longer journey. If i want to come with my common law partner is it a must he also do IELTS and Wes even if it wont add any point
He has to do both IELTS and WES. His IELTS scores will add to your overall express entry score.
