Never consider rules to be a separate part. For any action that needs to be taken as per a given provision - there is a rule (timeline/how) to do the action. Also, all the videos talk about the rules along with the provisions

47 is not about usage, but about emphasizing that usage is not considered infringement.
Section 99 onwards talk more about, how, when and what about such usage.
