Something that was a problem when I was still driving is still there, when dusk approaches drivers have no reminder to switch the headlight to the night beam, thus reducing glare to other drivers on opposite line, discussion were going on about this 20 years ago about when the switching over should occur, it was agreed that after sunset was the correct time to switch over, but nothing was actually official, on overcast days it would be darker earlier so as an easy reference, when you could clearly see station or street lights, I used to tell new drivers, if you're not sure put the night one on, it's gonna get darker soon anyway. Only during really intense summer sunshine or winter mid-day did you really need a bright headlight. Some drivers would claim - "it was still light when I started the journey" it used to piss me off as my eyes are quite sensitive
