By the time average players even get to play the game, pay to play players already have diamond God squads. It almost makes gold players and below obsolete early game. Which is the only time during the game cycle when gold or below cards are used.

There's more obstacles to get retired player's rights, currently active players can be put into the game no problem because of the player's union, for any retired players SDS would have to negotiate with them directly and pay whatever amount they agree to with the players, but the biggest issue with Barry Bonds is that while he was still active he opted out of the player's union and couldn't have his likeness put in a game without being paid directly for it, and supposedly he would always ask for too much, not saying it's impossible to get him, but it isn't likely, although I'd love to be proven wrong
