This seems completely planned by both. There a guy standing right next to the couple with a dslr videoing them with his back to the dancers. And the woman doesnt seem even a bit curious about that. They are conveniently in the center of that semi circle and alone with no body within 2 meter radius. Completely staged. A cute one though.

The woman wasn't thrilled, she was more happy for the moment of being part of a lively activity. She could have gotten off her chair and hug the man before wearing the ring is more telling she is thrilled. Unless she is shy to show emotions in public. Wouldn't call the proposal romantic unless the man knows she is passionate about the dance type or of the dancers. A more romantic proposal would be going to that familiar place where they have only good times before and topping it with a happy proposal.
