It's a form called the hexachord, and was used in the late Medieval period, mostly in chant. What Bach does here is amazing, and might be the first time the hexachord form was used in a fugue.

Musik ist bekanntlich auch eine Frage des Geschmacks. Aber vergleicht man dieses Stück mit Bachs Musik, so kommt es schon ziemlich geschwollen daher. Mag sein dass es eben eine Kennzeichen der Romantik ist, aber Bach hatte diese Musik niemals aufgeführt. Zu bombastisch und zu dick aufgetragen. Aber ich möchte es nicht abgewertet sehen, nur einfach beschreiben.
This orchestration is absolutely fantastic; Elgar was truly a great genius and a master of the orchestra!
