  • The amateur class licence will commence on 19 February 2024 in Australia. Some amateur radio operators will have already received an email from the Australian Communications and Media Authority (ACMA) about this.

    Can you get 3200w of EIRP with say a dish at 10w and 440mhz?
    Well, I just checked and a 2m dish at 440mhz is 17db gain so the max is about 700w of EIRP you could feasibly get on a foundation licence.
    Just for those that want to know to get into the high-risk section as a foundation licence holder, you would need a 12m dish at 440mhz, obviously way out of reach of any amateur operator.

    Thanks Hayden,
    One thing that stood out to me, is the licence condition #5, regarding the electromagnetic emissions requirements.
    So if you have a vertical whip on the front of your vehicle, that is accessible to the public, using your radio is now a high risk activity?
    Have I misconstrued this?

    Got my letter/pdf yesterday. What I am trying to understand is this:
    I understand I can surrender my license on the 19 Feb - the day the class license becomes active and get a refund for balance of the time on my license.
    I think the ACMA page says callsigns are separate to licenses ater 19 Feb, and any callsign you have you will keep unless you surrender it - i.e. surrender it separately to the license.
    So I can surrender my license and get the refund (I think I paid for 2 or 3 years) but retain the callsgn and I am qualified so I can then just operate on hte class license?
    In effect we can get a refund on the remaining term of our license from 19 Feb on?

      Yes. But the refund will not be much because they will still charge admin fees, it's honestly easier to just let the $5-10 go in my opinion.

      There minimum refund is $41 or something like that, so your refund would be higher than that.
      I just emailed them to request the future dated surrender of my none assigned license for the 19th Feb 2024 and noted that I wished to maintain my callsign and privileges etc
      & also requested they send a cheque for any refund amounts when the time comes.
      Make sure you include your licence number,
      Client Number, Callsign, name address etc.
      I hadn't received anything from them,
      but the website said you can just email them

      If you want to get a refund - it only applies if you paid your renewal after December 9th 2023 or later. If your renewal was before that date - no refund.

      @@HamRadioDXI am confident that is someone had payed for two or more years previously, that they could get a refund.

      The minimum the ACMA can refund is $41, which means only licensees with an expiry date of 9 December 2024 or later may be eligible for a refund. Refund eligibility is determined from the date the ACMA accepts the surrender, so early submission of surrender applications is encouraged. You can submit a surrender application now (guidance on how to surrender a licence is below), seeking that it be surrendered on 19 February 2024.

    Thankyou for this. Is there any information regarding how existing special conditions a person holds are dealt with under Class License. Eg high power permit for EME operations etc…. Tia

      I'm not fully across that, but I know they are trying to get those kind of permits over to a "scientific licence"

    Informative presentation. Just to be clear, am I correct, as an existing license holder (foundation), that I will no longer be required to pay a yearly fee and my call sign is mine until such time I relinquish it ?

      Correct. ACMA will contact every 5 years to make sure you still need your callsign.

    Totally off topic and trivial, an interesting order for pedants in the legislation (throughout, not just one time)
    (a) a recognised qualification (Advanced Type);
    (b) a recognised qualification (Foundation Type);
    (c) a recognised qualification (Standard Type).

    Regarding Class License Condition 5 - EME requirements, if my wire antenna (using max 10W) is at less than 10m it will be classified as high risk?

    When you say standard have 100W J3E and R3E that is SSB and Phase, can you elaborate? I thought J3E and R3E are basically just SSB? Also difference between pX and pY?

      J3E emission is SSB. R3E is SSB reduced carrier or amplitude modulation equivalent (AME).
      pX means peak envelope power, being the average power supplied to an antenna transmission line by a transmitter during 1 radio frequency cycle at the crest of the modulation envelope under normal operating conditions.
      pY means mean power.

      No, all existing apparatus licenses that are active will be rolled over to the class license in February

    Does anyone know the specific definition of 'no encoding'?
    i.e. All Digital modes by their nature use encoding and decoding.
    I presume this means what used to be called 'no code or cipher', i.e no deliberate encoding to prevent or restrict reception of the signal
    But just saying 'no encoding' is quite a blanket statement and would prevent most digital comms

      I think “encoding” here they are trying to define encrypting. Probably a poor choice of words.

      Technically there is a distinction between true encryption and forms of deliberate coding and obfuscation.
      Neither should be allowed.
      e.g. Making up your own alternative CW notation would probably qualify as coding or obfuscation, but not encryption.
      Anyway. I presume if the class license starts tomorrow, then the legislation must have already passed into law, so the legal definition must be available somewhere, albeit perhaps hard to find and equally hard to read ;-)

      As an ex-CB'er, I'm struggling to find anything attractive about CB,
      you can have a tonne more fun on Ham radio and you're not restricted to a finite number of channels.

      @@HamRadioDX i really think the power output should be increased to 1KW in Australia. It’s about time we moved on. Maybe also a bit more flexibility on standard license holders to use other bands and maybe more power. Love all you videos. Your knowledge is vast. It’s helped me in so many ways.
