    The Federal Constitutional Court is the guardian of the Basic Law. It is a court for all citizens: Anyone who believes that their fundamental rights have been violated can take their case to Karlsruhe after having exhausted all remedies and possibilities of appeal before the ordinary courts. The Federal Constitutional Court also acts as a court for state matters, hearing disputes between the Federation and the federal states, parliamentary disputes or disputes between constitutional organs.
