Well, a twenty year contract isn't exactly illegal. But Kaguya was under age and even the orphanage doesn't have the right to sign as legal guardian for a contract that extends into adulthood. They can be sued too for failure to properly look after Kaguya's legal interests until she turns 18. They would know that they should have an attorney review the contract before signing anything as guardian since all orphanages, fostering services, and adoption services have to jump through hoops to operate legally in the first place. This smacks horribly of somebody at the orphanage basically lying to Kaguya as they went behind her back and quietly sold her into slavery.
