I DIDN'T SEE A RED BULB ON THE TREE, AND DIDN'T SEE A NEGATIVE SIGN ON THE REACTION TIME...

It's a network thing, each car is timed individually and the game does its best to make it all synch up. In this case, the connection between me (watching) and Frank was better than the connection between my pc and Flashh's so Frank lagged less on my end and it looks like he was out front the whole time. When adding the reaction time to the elapsed time for each it works out that Flashh won that round by .005.
Make sense?
The netcode has been improved on a fair bit since this event took place, so this stuff is less obvious now
Noted on the commentary, I intend to do those as often as I'm able now.
