He beat him up because chifuyu is a vice captain for toman/Tokyo manji gang so he proved his loyalty to Valhalla by beating up a high class member of toman. He did it so he could join their gang and leave toman, but, he only pretended to join Valhalla and leave toman to find out who were the real leader of Valhalla was since the real leader has never shown his face.
