For anyone wondering what those things were in the last part of the execution scene, they were the sponges that were supposed to be used to wet the scalp of the person being put to death. The commissioner's job was to wet the sponge and apply it to The Joker's head, but it was bone-dry. That means that he died slowly and painfully by cooking alive instead of dying quickly by electrocution like he should have.
The execution scene is a parody of _The Green Mile_ (1999). The person being executed by this kind of electric chair wears a wet sponge atop their head, to direct electricity to the brain for an instantaneous death. In the film as in here, an execution is sabotaged with a dry sponge resulting in a painful, prolonged death. That's why Batman and Commissioner Gordon show the sponges they swapped at the end. I don't think it's understandable if you haven't seen _The Green Mile,_ so I'm writing this explanation.

While many portrayals are absolutely gold, specially the newest one, Joaquin Phoenix - and it's absolutely brilliant -, to me Mark Hamill will forever be the very best.
In *a* version of Frank Miller's The Dark Night Returns, The Joker is killed this way, and doesn't have his neck broke by Batman in the tunnel of a "Love Boat Circus Ride" andor "questionably killed", yet possibly arrested later by Police.
Basically they place a dry sponge underneath the helmet, so the Electricity kills the inmate with less pain. However wetting the sponge allows more current to pass through, causing the inmate even more pain.
