If you have data in excel you can calulate SPI. if your data is in KML or KMZ format you need to convert your data as CSV format. you can also calculate SPI using RStudio. If you have monthly data and you want to calculate yearly SPI, you should take a summation of 12 months precipitation for each year.

I don't know if the data is free. You may also take a look at www.ncdc.noaa.gov/cdo-web/ globalweather.tamu.edu My recommendation is, you should contact with the meteorological department.
