Mam, If the number of cities are more, say 10, during this process, if any zeros are not covered with lines, I should do again
1) Row reduction
2) Column Reduction
3) Row scanning
4) Column scanning.

Row reduction and column reduction is one time process but we must do row scanning and column scanning repeatedly until we cover all the zeroes with lines. Hope you will get the clarity.
