Ping depends solely on the region you are in. Most of the Project Smash servers are located in the United States, if you are not near there it is impossible to play with a decent ping.

Not necessarily. If you're looking for a character to farm, go for Viking if you don't want to spend a lot of money. Are you looking for one for PVP? Use Archer or Bandit, and if you don't like ranged characters, use Demon.
