I want to make it clear that I ranked these guys off of design and AI, not off their roles in the Covenant. A commenter pointed out that I said energy hammer instead of gravity hammer. That's my bad.
Elites not being in s tier is criminal. Top tier characters when it comes to dialogue and despite, not running the covenant, they were the face of it Also history has basically shown that whoever has the elites on their side is winning
