This is just how you suspected, it's a pokemon cartoon opening, though I'm not comfortable with calling it cartoon, because it's an Anime, anyway it's polish version was originally singed by Janusz Radek,. Studio Accantus took it and arranged it with Kuba Jurzyk and Janusz Radek The former star of Fairy tales and movie adaptations with the nowadays star of many Disney animation songs and adaptations Kuba Jurzyk. In the commentary after the video they were talking about how it all started 20 years ago, when Janusz Radek did the song opening and he used the expresion "I brought you up"( And He meant "you" the 80-90 generation) on these songs :P Yeah I think He's right, cause He was a tenor that was known in Poland by all the kids, cause he did so many diffrent openings and endings and all the diffrent songs, thogh these children propably came to know about him quite a while after :P I mean... Do you know the singers of your childhood cartoons and family movies? These kind of people are only known to the few that are interested in music, and somehow they stumbled upon them, this is sad, cause the level of talent required to sing those Disney adaptaions and almost all family movies songs is unbelievable. For the sake of rectification. This is a slightly reworked version of the Polish intro to the Pokemon Series. Janusz Radek was a man who made a Polish intro 20 years ago. :)
It's not original music form pokemon. They mixed some sounds from old and version from Pokemon: Mewto movie or something like that. Janusz Radek is original vocalist who singing in pokemon theme in polish version a few years ago.
