All too familiar to that popping sound through the carb. Camshaft has a lobe thats rounded flat or a worn out lifter , bent pushrod. Easy fix and I would upgrade the cam anyway without the popping sound..not a deal breaker, a compression check will tell you that, or just watch how the valves react after taking off valve covers. Judging by the smoke I would say its on the passenger side. Love these Diamonds in the ruff sold cheap
I personally think it's a lot of money for the car needs quite a bit of work but there's a lot of Chevy Monte Carlo love is out there and if you're a mechanically inclined or bodywork incline can have a good car

Could b a broken rocker arm exhaust ,I must have bought 20 cars for reL cheap because of that sound cost back then was a wild 3dollars to fix it lol ,283,302,307 ,327,350 ,400 ,454 ,had all of them rocker just wear out and break great car ,I love it
Needs valve guides and/or seals, I believe. Could be a lower manifold gasket leaking, but I would expect it to run rough all the time from that. If I had the scratch I'd take the chance that it's the valve seals and buy it.
After hearing you rev the engine with the hood up, it actually sounds like a valve is hanging open. Either from misadjusted valve lash or burnt valve or a broken valve spring. Pull spark plug wires from one cylinder at a time and rev it up. If I'm right, when you pull the plug on the offending cylinder it won't pop. You'll just feel a dead miss.
I drove a similar stock 409 ss montecarlo once 70 thru 72, about a hundred thousand miles on it. Performance wise. It waa very average. But it was very special to me. Becsuse it wa so rare. I couldnt afford it. And even crazier it was a whosale car!? The car lot didnt know what they had. And the owner was a american luxury car collector...
The dealerships around me that sell classic muscle cars at least have the vehicles under a car port if they don’t have an indoor showroom. I’m in Texas so we get a lot of hail, it’s necessary here.

Raw fuel getting into both cylinders as come up on their compression strokes. 50 years in the game tells me that. Still would love to it.

I found the turn signal coming on is a faulty ground usually… check the bulb socket area, at least it was on mine
Could be that one turning signal bulb is out. Happened to me.

The SS package mandated an LS5 454. A 409 was never available in a Monte Carlo.
