It should be there I think it is in vanilla. Maybe a raider shot the body and it fell down or something. Edit: I saw other people posting the same thing in vanilla FNV. And I only use texture mods.
Sorry I accidentaly deleted your comment while replying. The location is in New vegas area where fiends are located. There is an abandoned gas station there.
