He isn’t a vessel for 8. He’s just kaiju 8. We still don’t know the mystery behind how kafka was able to hear the kaiju that told him he found him. We also don’t know why he was chosen
The only clue is him having 0% sync with kaiju weapons. Which is noted to be impossible or very rare but he never had more then 0% until he became no.8.
He heard it because their mind synchro, as we saw No. 8 eyes glow red (in anime) like hypnotized.
My only hope is that they don't pull JJK here.

Or he might be just a descendant of someone who possessed the Kaiju 8 in the past and maybe the reason Kafka can't pass the exam is because their bloodline is not pure human but a mixture of both human and kaiju. Here's an explanation... if you paid attention to anime Kafka said he always fail the battle part of exam where the suit is really needed but Kafka wouldn't able to syncronize because the suit was specifically made for pure human.

I just cant help but believe that this manga/anime as so much potential. It may not be as big as chainsawman, jjk, etc. but this is sure a good mix of series. For example the comedy is a bit of one piece vibes, and the action is somewhat similar to Chainsawman and JJK. At least what I think

Edit: Here is my actual take on it.
I know I will be a minority in this but man I hope they keep it platonic between them. I would never accept the fact that they were close child friends enough for a promise to mean that much yet go basically no contact. If they actually cared about each other that way you would think that even if he couldn't join the force they would still talk. So Kafka would basically have to get strong in order for him to be recognized again by her(pretty fucked up IMO). Basically their romance would be we had such a long history in our childhood but then me joining the force separated us and we made no effort to stay friends and the only way I can ever consider you is if you get strong...yikes. Imagine if Kafka never got strong they wouldn't ever be together just doesn't sit well with me IF THEY TRULY LIKED EACH OTHER.
sad thing is thatthey think him as weapon and kaiju and not human
