2. Drastic changes should have been started showing after Montreal protocol as the recommended gases already were of low ODP. Kigali amendment focuses on low GWP in addition to low ODP.

Answer Option D
Montreal protocol was for reducing ghgs having high odp so after its implementation by using hfc better results were obtained wrt reduction in ozone depletion
But gw/cc problem understood in 1990s and due to hfc's high gwp, in place of HFC, use of hfo were suggested in Kigali agreement which is binding in nature. So option D should be correct.
