When was tribal ever dominant besides humans for that stint? Control and midrange have access to interaction and boardwipes to keep them in check. Combo decks can race and combo out. Aggro decks like burn can interact and burn them out. Merfolk has the interaction to keep up specifically due to MH sets and Goblins I think are low key underrated but tribal as a whole has always had it kind of rough. Decks like Humans is too worried about doing its own thing and has always lacked enough meaning interaction to stop the opponent. Also not fast enough like a combo deck to get away with worrying about its own gameplan.

I feel like modern is a turn 2 format now. As in, you usually know if you're winning or losing by t2.
