Telecommunication and internet connection outside the country is banned. Technically they aren't backward, but in reality they don't really know much about RUclips, Facebook or anything that can connect you with someone from the other world. Also only about 60% of Northerns have mobile phones, so these 8 million of people without mobile phones among 60 million of "advanced people" would be a problem for both countries.
