      He has vsync turned on. That will cap his fps on 60.

      3 reasons: he has vsync turned on, depending on the monitors refresh rate the value can change (if your monitor is on 75hz that will be your fps cap). However what happens in most cases, whether you have vsync on or a fps limit, is that your computer never reaches the fps limit (if you set your max fps to 100 your pc most likely will be having 97+- fps, if you set it to 165 you will only push to 160+-, which is annoying because if you can have more than 100 fps in this example you actually never get the ability to play on 100 fps stable if you wish to). The other problem is that he is not playing exclusive fullscreen but borderless fullscreen which is playing in a maximised window without the task bar (don’t know why you would do that since games are more optimised to be played exclusive fullscreen and generally the computer itself will have a better performance since it can allocate more resources that way). The only reason why you would not want to play exclusive fullscreen would be if you had to constantly alt tab mid game (in case you were a streamer or something) because exclusive fullscreen usually freezes a bit when you alt tab, but in this case you are trying to benchmark the gpu and show its max performance so it makes no sense to play like this. The last one could be that the cpu he is using isn’t as powerful as the gpu so it limits its performance (the gpu wants to work harder but because the cpu isn’t as good it can’t keep up) although I can’t be certain for sure since the cpu usage isnt that high
