They had to do a 180 on the story with less than a year before release, that's why there are so many deleted scenes, most were from the original script that had to be tossed and the rest from ideas animated and then realizing that they wouldn't fit logically. The biggest example is the scene where Judy uses the police computer to find Nick, they realized that her having access to the ZPD system would make Nick irrelevant after Mystic Springs. It feels like they were animating and writing simultaneously. Imagine if they can produce a movie with a polished finalized script that they aren't doing on the fly

At the upper levels, it's fish, which never reached sentience in the world of Zootopia. As briefly glimpsed in Tundratown, there are plenty of seafood restaurants, with a lot of options from sushi to plank-roasted salmon. So the average omnivore or carnivore would pick up some ground beetle at the store for making burgers and such, along with some cans of tuna.
