I love how subtle this movie is with every scene. Roxanne didn't have to go back, she could have just left the city like everyone else. Yet this is not out of character, she fell in love and was able to change another villain so the idea that she would try to change this villain is not ridiculous (the key word is "try"). Hal later says that she sees the good in everyone, it's likely that she was the only person that ever made him feel like he is worth something but Hal being Hal he didn't saw that as a sign that he could do better, like Megamind. He simply got obsessed.

Metro man is loved while Hal was rejected and hated his whole life for his looks and drive as a person. So when he becomes Superhuman. He shows his true colours. The only reason he even kidnapped Roxanne was to flush Megamind out. It’s Megamind he hates. He doesn’t care about Roxanne anymore as proven in this scene. He knows he has get any girl he wants now. Even if he has to rely on force. He wants Megamind dead for two main reasons. Pettiness and the fact that Megamind is the only threat to him. As he gave him the powers and if given the chance, he can remove them.
Yeah! Roxanne needed to stay behind and stop Titan somehow even if it means secretly trying to get Megamind to come back to make up for her judgmental behavior on him and how she finally fell in love with him for real for who he is, not his past actions at all.
It just hit me.. Megamind said "I'm going home." when he left Roxanne... and then he went to the prison. Maybe because that's where he grew up, from crash-landing there as a child to getting imprisoned by Metroman so many times; it's the closest thing he has to a home.
I mean can you blame her? Hal may have had a point that Roxanne never took the time to know him, but he wasn't doing himself any favours by giving Roxanne reasons not to. When he would ask her out, he gave creepy vibes that made her feel very uncomfortable. She didn't owe him anything, he just needed to handle his rejection more maturely instead of acting like an entitled child
