As far as I'm aware, they're straps to keep your dress on a hanger. They come inside tshirts and all sorts of clothes (which I always cut off lol). They're too small to go up and over her shoulders.
I'm from the US and prom for me, way back in the day was in April. Also my nephew took his girlfriend, now wife to the prom last April. And most prom dresses at least for my home area were longer to keep you a little warmer while you were going back and forth from the car to the restaurant and then the prom.

The reason you like off shoulder is because it adds more weight at the top of your body, as a human pear myself, adding weight and fluff to your chest and shoulders will balance your figure.
I think my only issue it's your channel is I find myself escorting through your blabbering LOL. You're so fine and if you just kept it a little bit shorter in a little bit quicker than I would have stuck around longer and said I fast forward through every dress LOL. Thank you for the video though I love most of the dresses especially the first one

The clear Elastic is for hanging purposes.
The clear straps go over your shoulders to help hold the dress up. I learned that the hard way lol
