I'd heard a theory that says Kaato's stand name'll be Kings & Queens (is from Aerosmith if I remember well) and i think it fits, but I like your idea too.
I think Kaato will be the main antagonist, but that what she is doing is for Joubin's good. In the end, I think Joubin will take her place and be the final antagonist.
Pucci needed to be Hellfire, of course, but Valentine singing savages (the villain's song was bland in that so preferably) would have been extra glorious for an already good video.
When you really think about it, Kira and Valentine would probably hate all the other JoJo villains because their goals are for peace or the greater good, while all the others are destruction or chaos of some kind

I'd heard a theory that says Kaato's stand name'll be Kings & Queens (is from Aerosmith if I remember well) and i think it fits, but I like your idea too.
I think Kaato will be the main antagonist, but that what she is doing is for Joubin's good. In the end, I think Joubin will take her place and be the final antagonist.
