Koushi prefers nee-chans like Atena than loli tsunderes like Sutea. And those dorm girls are very eccentric. Like what the hell has Sutea done for Koushi when he was homeless after his house burned down and his family abandoned him? Nothing. And he is trying to make Atena cure her androphobia, her fear of men because she's afraid of people of the opposite sex. With Koushi being the dorm boss at a women's university at just 12 years old, he now has gained a family. Five eccentric nee-chan figures, but he doesn't disturb or peep on them like he's some pervert. It's the girls that are the perverts.
What I love is how the ladies lean on the forth wall being enamored at the “childhood friend character” knowing it is a trope and even joking about tropes with their feet under that heated table thing.
Sutea does acknowledge her misguided anger when she wanted to show affection. A lot of us, at that age, didn’t know how to show affection and if you’re a girl hitting a guy was the only way.
Sutea even crawls into bed to evaluate Koushi’s fever…something that would make her pass out and doesn’t use a thermometer. She touched her forehead to his to check his fever-level. At a subconscious level she was ready put herself in harm’s way for him. She was quite worried about him.
Sutea reminds me a lot of another redhead: Manami Kinjou-neighbor to the MC in my favorite anime, “Cat Planet Cuties.” Ironically she is played by the VOA who does Koushi in the English dubbed series…Brittney Karbowski.

But in every other instance she is angry she can’t show appreciation without her personality showing.
She is angry at the entire dorm for the danger/craziness they provide and jealousy at Atena.
Anger issues would indicate more general feelings in life. I doubt she is this way with other things. She showed trust to the group admitting she wore her hair due to Koshi’s first crush at the beach. I doubt she has anger issues with family and other friends.

If Atena is 19 when Koushi turns 13 there really wouldn’t be legal issue.
