    The actual block work is not too hard, it is the accuracy of setting them square, plum, and level. If anything is out then the rest of the build will be a pain in the butt. Check for square by measuring diagonally across from corner to corner to see if it is square. Measure next from side to side along the two edges. Check for level by a level line, a long level, or a level using a water tube. If the piers are aligned in both directions and a line run across verifies the level next check the tops of each pier. A torpedo level will verify this.
    Drop in the sill gasket then the sill board. I don't recall what sort of joist type you planned but I-joists are the easiest to install. Make sure to have lots of adhesive on hand to prevent squeaks. Once all the joists are in place then you can run plumbing, a/c and some electrical while the deck is still not installed. Just remember about the limitations of hole penetration, diameter, frequency and relation to the edge.
