I feel like Jinx doesnt do enough damage against tanks, and rocket costs too much mana. She is really strong with her passive though.

⁠​⁠@@thisbeatissickthe amount of % armor pen you get from lord dom’s and serylda (varies from 16% and 30%) is based on level. So if you buy this item on lv1 you get 16% armor pen, lv2 - 17%, lv3 - 18%, …, lv15 - 30%. It doesn’t stack in any way at all. Black cleaver is one thing, % armor pen items are another thing. Also if you buy lord dom’s and serylda at the same time you won’t get 60% armor pen, items with the same passives don’t stack (like the whisper passive here). You definitely can’t get 105% armor pen, that’s impossible. Getting 100% armor pen means dealing true damage ONLY, which obviously doesn’t exist in the game and it never will.
