Uh... so at least according to Bulbapedia it does get weather ball. That said I like the rainy zard (YTV Drippy for those who know)
I think Charizard could actually have a niche meme as an anti weather pokemon and I personally like the idea of giving it moves that work well in different weather conditions.
(I also loved my mixed attacker based on Mega Charizard X even if it's not a thing anymore)
