What if during installation of rebars, the shorter rebars are placed at the bottom and the longer are at the top? What will be the negative effect?
It will be inappropriate. The longer side has the critical moment so if you switch the placing of bars, you know whats next.
Not much will happen, unless you used the most economical depth for the footing.
