the frozen heart 20% reduction apply to the total attack speed after all your attack speed buffs (including w and lethal tempo), so it's a lot more than the apparent 20%.
just for some context:
His attack speed is 1.62 without any buffs/debuffs, 1.98 with w, 2.30 with w and full stack LT.
With w and full stacked LT but under frozen heart debuff it is 1.84, which when compare to the original 1.62 is not much difference at all.
So basically when under frozen heart the attack speed with w and fully stacked LT is only slightly higher than without any buffs. That's why the mere 20% reduction will make you feel horrible.
