My wife was a Navy brat there around the same time, though we didn't meet until decades later.
We are considering moving there to retire.

does the asecam need a nvr? or can work through an app with just phone?
Yes, you can use it without a NVR and store recordings on the SD card. Yes, it works with an APP as well.
