That parking lot is intended primarily for use by hikers and bikers on the Luce Line Trail. I think that a single vehicle POTA activation might be appropriate, but a "convention" of hams might impinge on the intended usage of that parking lot.
H Hans Brakob It is NOT a small lot. If you are looking via Google it's an old image. It's now a nice big lot. Much bigger that anything presently used for Hams in the park. Go visit it. 🙂
H Hans Brakob Just noting, your argument could be used for any of the lots presently used by Hams in the Park. They are in places where hikers, joggers, or bikers may frequent. We have learned how to not get in their way. This Stubbs Bay Luce Line lot has a LOT of space, since it was redesigned for the park and baseball field as well. I think it's a great venue for Hams in The Park, POTA, or both. 😄
