Yo that "Hard EFX // Legato" knob doesn't actually do anything to the audio being processed because you aren't putting it thru the "Auto-Motion" pattern! Everything on the bottom half of the plugin only affects the "Auto-Motion" or "Auto-EFX" parameters. It's like you're tweaking the vibrato settings on AT5 without turning on the vibrato feature. Placebo effect going on here.
That explains why he kept turning down the return speed as he changed setting
