One of the testing sites at the West LA VA is next to the Jackie Robinson field, which LAPD was using to hold people they had arrested. UCLA owns Jackie Robinson field and wasn't notified that LAPD would be using it.

Otherwise the timeline is difficult to establish, and the skeptical watcher, or the watcher who simply wants to share a video that follows the best journalistic and historical standards, cannot share this in good conscience or expect it, by itself, to persuade the watcher to follow through on calling for Garcetti to resign. But surely the police chiefs of every municipality where these abuses occurred (and no doubt are still occurring) should be fired.
