I worked on US Air Force flightline whne I was in the Air Force. All ramp/flight line all over the world use the same international marshalling signal/motion. That person is using the "backup sign and not move forward signal. Very poor stop motion signal. Newbie or poor training or just don't care.
If I had been the pilot, I'd have been madder than hell.
