The thing about Papyrus, the original, genuine Papyrus, is that he's insanely powerful with little to no training whatsoever. And Undyne has commented that Papyrus is freaky strong already.
Can you imagine what would happen if Papyrus indeed trained hard? Not counting LV or EXP earned?
His brother's equal in strength, if not more.
Sans isn't powerful, he's incredibly weak. Sans uses Karma to punish you, you're a sinner, and he punishes you for it.

make sure to write down all your ideas, if any of them are good enough you might be able to make it into a game. (even if you cant code you could get someone willing to help you owo)
you can try scratch to learn the basics of coding and logic, and later move on to gamemaker studio :v
you might even be interested to learn more complicated languages like python, which is a huge deal in the workforce nowadays xd sorryi'manerd

The thing you called “the poison effect” is actually Karma from sans, it lowers your hp depending on how many attacks you take, but Karma cannot kill you, the lowest it can lower your health to is 1

it is karma. “(in Hinduism and Buddhism) the sum of a persons actions in this and previous states of existence, viewed as deciding their fate in future existences” basically its the consequence of your actions, in the case for sans, its bad actions, how hard the sans fight is “karma” for your horrible actions. retribution is basically the same for sans, but a bit more specific. hes having “retribution” and punishing your actions for killing his brother and/or everyone else. alot of people might’ve already knew this but just an explanation for those who dont know, and actually care.

This fight feels like it was made by someone who’s a better artist than designer. Cause a lot of these moves look damn near unable to be dodged because they’re either so tight you have to be frame perfect, they come faster than you can move, or are just actually unable to be dodged period. But it looks neat and I like Papyrus’ sprites and the music is nice. It’s not a bad looking mod, just doesn’t seem like a great mod to play
